Nope, it's totally web-based with no extra software needed. You register an account and then you register a team when you're logged in. That will create a roster which other registered members can join (you have to tell your clan members to register). Then once you have the required amount of members on the TWL roster for that ladder or league you can challenge or defend. TWL will help you organize the date and time of the match. And if you feel that the match may have been screwed up due to cheats or something, you can file a challenge. And if you miss a date you get penalized.

Ah, TWL. My clan uses it. They hosted one of the largest EU/NA ladders for BF: 2, BF: 1942, BF: 2142, and they even hosted mods as well, such as POE, DC, and PR I believe. They also have more professional leagues which are slightly more complicated than the public ladders, but also offers tons of cash to the league's season champions.

But having a mod reviewed for "organized strategy" grade play doesn't really have to deal with the devs. I'm not sure of their processes TWL uses to grade games, but I think they rip apart all of the code to see if they can find any loop holes, check for stability, etc. Then they beta test it with their founders to check if cheats/hacks will have an influence, etc.
