Its a nation simulation game without all the bother of Cybernations (which doesn't seem to accept new members anymore anyway). Basically you create a nation and twice a day (or less, depending on your settings) you get issues. Your government chooses which proposal to select and your nation changes accordingly. I used to play this a few years ago but just started again.
