Animated Textures (blink or gifs) are possible?. I thought it wont work because the Texture layers concept in the bundledmeshes dont support this.

Yes it is possible to code a teleporter in Python. A well known Dev and Supercoder developed that earlier..
But i dunno if it´s possible to place a teleoprter code on a moving Capital ship. So that you will be teleported into a hidden Capital Ship interior, maybe decorated with this animated windows you suggested. Once you enter the Hangar on this "Static-Interior" you should be teleported safety back into the Moving Capital Ship. Maybe locked in a Vehicle/Fighter to prevent lag and glitching coming from moving around on a moving ship.

You'd just have to make the 'panels' of the skybox have their starfields be something like an animated .gif. If that's possible, it might be ok.
