Then it is illegal for that person to run the server, the real server owner is contacted and the server is shut down. I am sure other things can be put in place though.

All you do is open a new section of the forums, and server owners have to put in a request to get a license, the licesnse can be revoke at anytime. And only licensed server owners can get the server files.
That's how I would liek it to be done anyways. It is how PR does it which works great.

And if they try to run the server without a license, all players see is a black screen, right?

Im down with that. Im a server owner, and can surely comply with any protocols that may be needed.

why? It would be very good i think, because like ty said, people won't just setup servers to stat pad and get a really high rank. There are other reasons, but i am too tired to explain them, sorry

When you play on a ranked server, your stats: kills, points, deaths, time doing-, are recorded...on an unranked server, they aren't.

No, you can have any rank and play in a ranked server just like in vanilla.
