Angry citizens have formed an insurgency and taken up arms against the Empire, which inevitably rallies a force to take them out.
Imperial vs. Imperial: A platoon's attempt to defect has been compromised and the defectors are now making a last stand in the town.
Rebels covertly inserted into the town by submarines need to fight their way to the Town Hall to capture/assassinate Imperial leaders.
Will there be CP's outside the city, across the rivers? A long time ago I envisioned an uprising map in which the Imperials got most of their heavy weapons from outside the town, and the Rebels could prevent these from reaching the battle by blowing the bridges leading into the city.
