I thought I would post my fix.

First I run Win XP Pro x64 Edition /w 4 gigs RAM on an AMD x2 6000 so I fired up my VirtualPC and started up Win XP x32 that I test apps on and copied a fresh "FirstStrike" folder from a 1.2 install to its desktop. Then I used 7-Zip x64 to extract the "patch1.20-1.30.exe" from the incremental installer and copied it into the FS folder on the VPC. I then ran the exe from within the FS folder on the VPC it ran and updated the files. Then copied the folder back to the game, fired up FS and was able to join an online server.
