You are having lots of problems with your game simultaneously. Reinstall everything.

BF2142
Northern Strike (if you have it)
BF2142 1.5 patch
FS 1.4 patch
FS 1.4 builds (through autopatcher)

After this, check punkbuster is up to date.

Uncheck the box called "must be unchecked" in the server filters.

Wait, what?
I just checked and I see 2 servers, that I have never seen before.
The servers I have in my favourites work, but they don't show up on the normal list, that's odd.

You also might want to adjust the filters and make it so same mod is the only think checked.
