I have a few ideas...
Certain maps we know have SD's above them so imps should get orbital strikes.
IMPERIALS:
Orbital strikes should be over really large areas and be VERY powerful where they hit but be really spread out. So you sacrifice accuracy for power.
Then maps that don't particularly have an SD for them could have air bombardments.
That are pretty powerful, and medium precise. Like arty but more precise.
Infantry maps could have small stationary arty, More precise but much less powerful. Like automated mortars.
REBELS:
Some sort of stationary arty... Vehicles or arty pieces.... Almost equal to orbital strike... But with rockets, or other form of weapon. Or perhaps just more Y-wings bombing?
Maps were arty isn't practical... Y-wings could be used instead. Make them equal to the Ties.
Then the same with infantry maps... Stationary mortars.
