Yes, I believe it was.  I think the side mounted guns were for more of a quick reacting defense role, and the bottom mounted guns were the heavy cannons used for dug in defenses and more or less stationary troop emplacements.

Basically, yes.

It shouldn't be too hard, a just splicing the heatseeking code and the .50 cal code.  Maybe it could be done so the blasters lock on to the air in front of the speeder, to compensate for movement.

the bottom ones were heavy blasters (I think they blow up the generator too)

Hmm Do the snowspeeder have trip-cable? and can it be in the game?
