Plus there seemed to be a few more than 10 at the Battle of Endor. Now TIE Defenders (which were never seen in the movies) were supposed to be few in numbers and expensive to manufacture - perhaps thats where the confusion lies

I would like to apologize for my earlier (unaffordable TIE/I) post, I was thinking of TIE Defenders, I assumed that  the thread was pretty much dead, so I didn't edit or post an apology as I am now.

Also, another ship that the Empire could not afford to produce is the x-wing.

I don't think it was even a matter of cost.  The empire always saw its pilots as completely disposable.  They also like to make their pilots completely dependant on their superiors.  Hence we get the shatner default TIE with not only no life support and no shields, but no hyperdrive so you're always counting on a carrier ship or outpost.
