Ah, too true. But you have to remember; this thing is a huge armored weapons platform -- and it uses the same energy to hover as it does to charge the plasma blasts it fires from the big ol' gun. As a weapons designer in a shattered world with dwindling resources, you've got to decide where to put your energy priorities. Harder-hitting plasma bolts + drivers who can avoid deep water = good for combat. Weak weapons + water travel = not so hot. 
Which reminds me. One of the *BEST* mixed-weapons (air/sea/land) maps in vanilla BF1942 was (shoot, can't remember the name) The Philippines map. It had a cruiser, PT boats, jeeps, tanks, planes... mountains, beaches, islands and swimmable distances between them. Why, despite the fact that there are maps with large bodies of water on them, have DICE avoided making usable water vehicles? They've made those static transports, and some barges. Why not add some maps for using those? Why not a map like that for FirstStrike? (hint, hint...)
