When making a landscape map, like Endor Clearing and Endor Strike Team, you only need the terrain itself, whatever vegetation is there, and some scattered buildings. Vegetation is random - you don't need to spend hours arranging the Endor Clearing trees into orderly rows. You put them down and that's it. Then you test and maybe you move the trees and rocks a little, but that's it.
When making a city map, you need statics for everything, and they need to be placed according to a plan, with every single building having to be placed just right. Even the ground could be statics. So you not only need far, far more statics, you also need to place them far, far more orderly than when making rural maps.
When you consider the high proportion of IO servers in BF2 and vanilla 2142, not to mention the amazingly popular CoD4 (which has no playable vehicles), you cannot deny that there is a high demand for IO FPS action out there. That seems to me to be as good a reason as any for creating a couple or three small scale IO maps, whether or not I'm right in my assumption that there is less work involved.
FS is an infantry-heaving mod as it is. Mos Entha is infantry-only, likewise, practically, with Rhen Var Research Facility. Mos Espa, Endor Strike Team and Endor Clearing are fought with infantry with light Combat Speeder/AT-ST support. Rhen Var Ice Plains and Ryloth are the only two vehicle-dominated maps out there.
I don't disagree that small infantry maps are fun, it doesn't change the fact that Bestine would take a long time to make.
