I'm confused, I thought you had to get over 80,000 points to become an Admiral or a Moff.  So what is it now, 3000?

What exactly do you have to do to skip nine ranks?

Certain ranks have so high score's to make them almost impossible to get, the dev team will peridoically hand these ranks to players who have proven themselves in battle.
