Ok, heres how I installed First Strike to my Vista 64 bit installation and used the same method on Windows 7 64 bit so it does work!
Installed 2142 and updated to 1.5
Installed First Strike 1.4
Turned off User Account Control, and then right click on both 2142 and FS icons, then set to run as administrator.
Ran First Strike and allowed it to update
Restarted the First Strike Launcher, then went in to File, Preferences and entered +widescreen 1 in the arguments field.
Ran First Strike, went to options and selected the correct resolution (will show if you enter the +widescreen bit as above.)
Went to online server menu and joined the RSF server.
*note, during the starting of First Strike I had two firewall popups, remember to set permissions for First Strike.

If you're still getting installer problems then it could be a bad download, try downloading FS 1.4 from a different download link. I assume you have patched 2142 to 1.5?
When launching First Strike for the first time you may crash to desktop if using a widescreen monitor, or you may find that your resolution is not supported. In the launcher window that the game will give you, click on file then preferences. There is a field there that is called arguments. In that field type +widescreen 1 it does mention this on the launcher but people tend to miss it! You can also use it to enter any other custom resolution not natively supported by the game, this is done by entering +szx 1920 +szy 1280 but substitute the numbers for your own resoltuion, eg 1280 and 1024.
Sometimes you just get unlucky and error messages appear. Its a mod, its not paid for, the guys making it dont get paid or make any profit. I'm sure its frustrating not having something work first time, but hey thats life I'm afraid. Even microsoft screw up from time to time, just be patient and ask for help NICELY!
