The player community proved themselves to not be mature enough for it. Bestine 64 matches turned into 'camp the jet pack' picnics around the 'secret' jet pack spawns. I never got to play B64 after people figured out where the kid was, but according to reports there would be next to no fighting at all since the entire Imp team would be sitting their waiting for their turn to fly the jet pack. Rebs would blitz the unguarded Imp CP's (most of them) or join in on the jet pack camping. It was an absolute disaster that had players and devs frustrated and TY2D2, who made the map... slightly more than frustrated .

Devs still have the power to spawn jet pack kits on themselves whenever they feel like it, though, so you may see them handing them out even though this will happen only very rarely.
