Ah, TWL. My clan uses it. They hosted one of the largest EU/NA ladders for BF: 2, BF: 1942, BF: 2142, and they even hosted mods as well, such as POE, DC, and PR I believe. They also have more professional leagues which are slightly more complicated than the public ladders, but also offers tons of cash to the league's season champions.
But having a mod reviewed for "organized strategy" grade play doesn't really have to deal with the devs. I'm not sure of their processes TWL uses to grade games, but I think they rip apart all of the code to see if they can find any loop holes, check for stability, etc. Then they beta test it with their founders to check if cheats/hacks will have an influence, etc.
