If you get spawncamped spawn at another spawn or kill the spawncampers, if you can't spawn anywhere else your team has failed and will soon be dead anyway.
I couldn't have said it better.. This is my view.. at least in how bf2 and bf2142 play out.
I think some people who get killed take it way too personally.. When I get camped I make it my goal to rally my team and gain some ground. I see it as a challenge to overcome as part of the game. But I also see cheaters as challenging bot like enemies. Its like an extra prize when you pull off killing them.. 
Most maps start out pretty even. Whoever is losing gets "spawn camped" if they completely fail to hold any of their command points.
Map design is one of the most important things that will reduce "not being able to play"...
Nice I like the sound of how the weapons are setup. Having lots of weapons doesn't mean anything if 1/2 of them aren't useful in some way.
Ideas...
1. Only let people spawn in one well protected base.. Most troops start at some kinda of staging area and get transported to the fight. This might serve to reduce "camping" as long as spawns are spread out and protected with turrets/bunkers.
I always thought it was kinda weird trying to capture a flag only to have a couple guys spawn on top of you...
I think it would increase teamwork as well.. If most people spawn together I think they are more likely to stay together. I would probably even make it so the Squad Leader beacon was the only way to spawn outside the main base. No just appearing out of nowhere.. i.e. Drop pod from "spaceship".
This might not be good on all maps but I think some of them could benefit.
2. Bunny hopping can be a little annoying... making it so you can't aim while jumping would be good. Jumping should also take some of your sprint stamina. So when you can't sprint you can't jump either.
3. Dolphin diving.. I dunno it seems like the animation might be too fast or just looks strange.. But you could make changing stances take stamina like sprinting does. It wouldn't prevent all of it but it would be reduced to whatever you guys thought was reasonable/fun.
