I was always under the impression that the Imperials were the primary users of Nebulon Bs, and they indeed have a fighter compliment in a hanger.

When the Rebels captured the frigates and used them in service, at least in the Redemption's case, the hanger space closed up/repurposed as medical bays and storage.

At least that's what I think is right.
