I think you should also be able to deploy those fancy Turrets if you are an Officer. I mean its a very vulnerable position to gun that and since you wont have the deployable shields I don't see it being a balnce problem...

No, a boarding party wouldn't be carrying gear like that with them, they would be traveling light and fast to catch defending by surprise, the thing they would need that I left out is smoke grenades...
