He gets use of the officer kit, what more do you need?

DUKE815: Teamwork's complicated.  I've found that ramming a Lambda with a Y-wing at full boost is most effective.

To properly use the Officer kit he needs to first become part of a squad then become commander.  That'll unlock the items for him to use it properly when he is commander.

Personally I play commander quite often.  Especially on one-way push maps.  There has been nothing better than coordinating a defence with two squads and using the officer kit and a speederbike to move between them, constantly rearming/reenforcing/providing scans to ensure they are able to defend. 

Endor Strike Team as imperial commander is my all time favorite.  Nothing better than standing in the middle of the Imperial outpost, watching the combat through the front windows, directing the defenders to constantly repel the different assaults on that base with nothing more than my voice, a sensor scanner, and the occasional pistol shot.


(that said we're looking to see if we can give any more options.  No promises though)
