do you have Windows XP/Vista?

if I had such weird problem I'd install XP updates, service packs, etc... i've never heard of something like this. If you really have enough free HDD space this can be some compatibility issue(dunno some ppl use win98 still tongue) but i dunno.

tried that and increased the value. Still i cna't get it toinstall

if you're talking about the quota, maybe you should DISABLE it completely, not just increase value
