DS caters to what you ask best, I suppose.
As a "Defender of Soverignity" I suppose you are defending what the empire stands for. I wouldn't say it's exactly Imperial Alligned, you'll have hell of a problem finding games with your fellow clanmates, considering how few of them there are right now, and how irregularly those that are about play.
It uses a "Chain of Command". Every person has a rank and is superior or inferior to everyone else. I don't think the ranks are really Star Wars based, more US Armed Forces. I used to be a member - the FS/2142 section is alright, however, imho, the rest of the clan is full of utterly immature twats who aren't worth the hassle. You will have to deal with them eventually.
DS fits what you ask, but, in all honesty, I can't say I'd recomend them.
What I do recomend though is instead of asking about a group, look into the groups yourself. The 3 main clans in FS are RSF, RT and BI.
Try jump on voip with these players. Each group has a ventrilo server, I can only recall BlackIntels (my group)'s address at the moment. ventrilo3.blackintel.org:28384. If you are unsure on how to work vent, there is a guide available here. A microphone is not needed, it just helps
. You will have to log on to the RT forums if you wish to use their vent, as it is passworded.
All these groups are friendly, willing to offer a hand ingame, and play for fun. We all cater for slightly different people - it's finding where you are most comfortable that should decide what group to join.
There are, of course, some more minor clans out there. However, I can't say I've ever seen anything like organized squadplay from these groups, nor do I know any of their contact details, so I can't forward you onto them.
