I started on the 16p server cos it was the only one running bots (and I wanted to try it out)
Numbers remained constantly about 8-10 players until it spiked at 16.

BI tends to run the 16p maps too, and not all of em like Rebel Defiance.

I don't usually check my e-mails on weekends unless I'm expecting something.  Anything I get usually tends to mean more work, hence me not looking.

And yes, all, I'm getting the message. I'll put all (most) maps onto the BI servers default maplist.  The issue is that I don't currently have any access to the server beyond my ingame powers, which is why nothing has changed with it in the past few weeks.  It doesn't help that the custom scripts we're using conflict with the standard admin software, making troubleshooting that much harder.
