That is when registration opens, a week after that are the first rounds, people can still join up after the first battles.

They've opened registration early!  I recommend registering to the campaign ASAP to make it easier for the generals to assign you to squads in enough time.

I haven't participated in anything as structured as this, and I couldn't find an answer to this in the news posts here, or over at NIC...

Will the NIC Campaign be held in a locked server?

Yeah, the server will be locked.  Users will also be required (at least, Imps will) to be on teamspeak during the games.  A Mic isn't necessary, but it is important to hear what the commanders are saying, sometimes.
