Topic: Did Lucas intend to make Jar Jar only pretend to be an idiot?

This idea would make the Jar Jar character actually make sense.  As is,  an idiot character that rises to General and senator was ridiculous.   But as a highly intelligent character pretending to be an idiot so he can get intel on the plans of the Jedi would make a good story arc.  Is it possible that Lucas intended this for Jar Jar, but then reconsidered due to the overwhelming negative reaction from the fans towards the Jar Jar character?   As far as a Sith Lord, that is a bit of a stretch...
