Actually, A-wings do have shields. But their very minimal, the engines get the majority of power. The main traits of the A-wing is speed and maneuverability.

In TIE fighter, I always had a b*tch of a time trying to kill A-Wings.  While their shields are weak, they're so fast that its difficult to hit them more than two or three times before they dodge out of your view, and then their shields have recharged by the time you can shoot at them again.
