yeah, he always stays at the sideline when his stormtroopers conquer a base, same with the capture of the Tantive IV

In the past (without his suit) he was the leader, but now is more like a coward, maybe his suit cannot take blasterfire lol

nah, I think he's just lazy.  Besides, why would you charge into a fight when you have millions of expendable underlings to do it for you.  I'm sure he would fight if a jedi popped up cause STs couldn't handle a jedi, but otherwise, I'm sure he'd rather kick-it on the side.

yeah he has enough cannon fodder who work like a shield for him and he only wants to fight a Jedi, cause he still thinks he is the best, only for those reason, for his honour
