No, I said that according to lore the E-11b has an advanced cooling system which allows for a higher rate of fire.
I then said that the standard E-11 is capable of this higher rate of fire, but is prone to overheating when it uses it. So it tends not to get used.
That said, we may well add an overheating feature to the weapon, after all if it fires at a rate that much faster even with advanced cooling systems it's bound to overheat at some point. I think the idea is that if you tried to use the higher rate of fire with a standard E-11 it would overheat and burn out it's systems a lot quicker than with the supercooled E-11b.
It's all a case of balancing between Star Wars lore, and the needs of balanced gameplay I guess.
