When you see two people circling over and over ... its either a dance , or its two noobs trying to shoot each other.
Learn to change angles during your "loop" and get behind the target... I have no trouble ending the dance before it stars going.
Its all in your technique. Flying lame will put you in a looping fight.
About dampening, considering how fast a starfighter can turn, just the angular velocity of a sharp turn or sudden forward accelleration would create enough Gs to flatten your eyeballs against your eyesockets. Get the dampening systems shot out, and youll be a sitting duck as you "fly normal" back home. That there would be the best use of a red-out or black-out... the fighter takes damage, and you cant see anymore when you turn sharp, lol.
