Basically it is just people taking the concepts of Star Wars and giving them a steampunk style make over. For more of an idea of what the steampunk look is, look to films like The Wild, Wild, West with its turn of the century (19th Century) mech stylings built out of iron and wood, and steam powered technology, also look to Jules Vernes sci-fi stories like 20,000 Leagues Under the Sea and just the general design aesthetic from that era.

I believe people have even modified Star Wars figures to create Steampunk variations, there is quite a Steampunk Star Wars community out there come to think of it.
