Its not a rule ..so to say.

Maul wasnt expecting Obi to jump up (especially as he was unarmed) whereas Anakin , being arrogant, saw it as a challenge which Obi was expecting.

maybe because obi is anikins mentor/trainer he knows what anikin is planning or his weakpoint, or something like that.

in reference to the climax, I think Episode I has the best fight scenes the Trilogy has to offer.  All the way up to stabbing Qui-Gon in the stomach.  poor guy.  I'd say he's my favorite Jedi.  If FS has an Episode I era, Qui Gon should definitly be in it!:D
