<sigh> I'm not talking about EU carp. When talking about theme and feel of the Star Wars universe, really all you can do is go by the films (ok, and novelizations and radio scripts of the original stories (i.e.: what's in the films (a.k.a. accepted canon (on an unrelated note, don't you just love rested parentheses?)))). 
In a discussion about what would make a good tank, are you going to ask me: "Why did they make the TIE Crawler?" 
Of course the Empire uses camo/stealth in certain situations. Much of the time it would be used by intelligence, rather than the standard military. I'm not saying camouflage isn't/shouldn't be used at all, especially by scouts.
That said, I think this camouflage is a bit too jarring. Granted, many earth-based navies have experimented in painting their destroyers like the Partridge Family's bus, and it worked. But, either they dropped it because it made their own sailors woozy, or maybe it worked too well, and the ships are still out there, and we can't find 'em...
