Yes, sure, you're right, but if you've set terrain in graphic options to the lowest you get only low-details.
If you set graphics to lowest and have no low detail maps it should crash your game.
As for why BFEditor is throwing an error, I don't know. You should click your layer, press set low detail texture and pick the only one that shows up (called lowdetail or something like that) and hit okay. Then hit generate low detail, should do this for each layer.
